In Bill Clintons'case Saturn did not cause his fall.because of the good aspects. Saturn in the tenth in the charts of Napoleon and Hitler were afflicted. Saturn in the tenth might refer to the limitations of goals and to punishment if you go beyond your reach. And an embarrasment anyway! Like with Clinton and Uri Geller (the 'spoonbender' having Saturn in Leo in the tenth well aspected - he fell a few positions off the stairs but was not thrown before the lions or decapitated).

A person with the Moon in House I has known considerable personal recognition in previous lives, the memory of which can come through into the current incarnation as a strong desire for renown. Only the overall pattern of the chart will show whether this yearning can be fulfilled. The position of the Sun indicates the area of life in which the person will need to excel in this lifetime.
In the absence of the real thing, people with the Moon in House I tend to settle into a Walter Mitty kind of existence in which they become the centre of a universe of their own creation. Those who do become accomplished some area or another, however, are usually able to use the past life memory to present themselves with great effect.
Hah. Yeah, I do the Walter Mitty thing...mainly because with my Saturn in tenth, I have no idea how to do it for real.
When the dissolving effect of Neptune is experienced in H2, this materially focused house, the result can be heightened sensitivity to psychic energies. People with Neptune in H2 frequently have clairvoyant abilities, especially if the Moon is also present in this house.
That explains a lot... (My moon is right on the cusp of house 1-2) I always wondered where that came from.
Argh...Saturn in the 10th House is the planet of Karma in its Own House. Unsurprisingly its effect on a person’s life is very pronounced. The sign and position of the Moon will shed light on why there should be such a need to have to struggle against an undertow which threatens to pull down all-a-person builds in his life, and which is resisted only by constant effort, self-discipline and sound judgment. Saturn in the 10th House, as the lives of Hitler and Napoleon demonstrate, does not rule out eminence and acclaim but it means that a person will face the consequences of all he has put into motion during his lifetime.
A person with Saturn in H10 frequently starts life with obstacles blocking his way, including a father with a negative and critical attitude to the child or the marked absence of a father figure during the formative years. Either way the child’s self-confidence is seriously undermined. If the father is absent the child frequently feels a sense of shame and unworthiness for which he may attempt to compensate by achievement. Alternatively there may be insufficient self-confidence for him to make anything other than the most hesitant of progress in a career. With Pluto in the 12th House consciousness is opening up to a power which can 'will into being'. Pluto in H12 has access to the Creator’s power and the purposes to which he will use it will reflect his level of development: he can manifest what he lusts after or he can will into being what he knows to be of benefit to mankind. For whatever he brings into being he will be held directly responsible.

A person with this placement of Pluto frequently knows much cruelty and abuse in childhood, be it of a physical, emotional or mental kind, and the perpetrators are usually the parents or guardians who have power over the child by virtue of their custodial role. From them the child has little opportunity to escape at the physical level and in order to get away he forces open a shutter in the mind which gives him access to enormous psychic power.
Okay, I dunno about that "forces a shutter open in the mind" and "enormous" thing, but... the rest of it, yeah.
It is the law of the 12th House that for what is denied at the physical level is compensated at the immaterial.
The power of a person with Pluto in H12 is most readily evidenced by their often unconscious use of what has become known in New Age circles as Creative Visualisation: if he can hold an image or picture an outcome and give it his emotional energy he can bring it into being.

When used consciously, Pluto in H12 gives a person great charisma and the ability to make others into the agents of the outworking of his will. The responsibilities of this are enormous and the karma incurred through the use of the power conferred by Pluto in H12 is unlikely to be burned off in the course of a single lifetime. A person with this placement, if he is to work consciously with his powers, needs to be able to recognise and resist the voice of his desire nature.

Saturn Transits in Aspect to the Natal Moon: The Moon is your emotions and feelings, your instincts. Saturn rules depression, especially the stressful aspects (conjunction, square, and opposition). But there is always a way to minimize that. Keep busy, especially around the house. Don’t just sit there. Check the house that the Moon is in and the house that Saturn is moving through. These are areas of your life where normal problems can seem particularly depressing right now. For instance, if you are born with the Moon in the 3rd House, a stressful angel from transiting Saturn could bring up problems with siblings or neighbors. Since the 3rd House also rules communications and transportation, those areas could be affected as well. Maybe you have to do some public speaking and have a panic attack. Or if you have to buy a new car, you may suddenly feel sad about having to give up the old one. In any event, your reaction will tend to be more emotional at this time, rather than logical. And, oh yes. Relations with women tend to be difficult during these transits. This goes for everyone. Not just men. The best way to deal with these transits is to acknowledge the feelings you have. Do not suppress them. Then, check the reality of the situation. You will probably notice that your emotional reactions are out of proportion to what is happening. Take the rational course, of course. Do the right thing. But then, give yourself a little treat to soothe those emotions. Ice cream usually works for me. The harmonious aspects (the sextile and trine) are usually a better time for dealing with all matters concerning home and real estate. When Saturn transits with a stressful aspect to your natal Venus, problems in intimate relationships will tend to surface, as well as with money. That’s what all the books tell you. What they don’t say is that you can also have difficulties with other areas of your life. Check the houses that have either Libra or Taurus on the cusp (beginning). If, for example, you are born with the sign of Libra on the cusp of your 6th House (work and co-workers) and Saturn transits with a stressful aspect (conjunction, square, or opposition) to your Venus, you could have difficulties with your co-workers, or loose your job. All this while you are being extra careful with your love life, because that’s what the astrology books said! You have to check the house that Venus is in as well. If it is in the 4th House, for instance, you could have extra expenses connected with your home, or difficulties with a parent. Remember, Saturn transits tend to bring problems to the surface. If you have loose ends in any area that Saturn hits, it cuts them off. As always, plan ahead. See where Saturn is going to hit, and take care of potential problems well in advance. If you happen to work in the arts, Saturn transiting in stressful aspect to your natal Venus could indicate a dry spell when your inspiration takes a vacation. Conversely, inspiration could be as strong as ever, but circumstances may prevent you from producing. The harmonious aspects (the sextile and trine) are usually quiet, stable times in relationships and financial matters. These periods are usually not too important. Saturn has its biggest effects during the stressful transits.
Saturn Transits in Aspect to Natal Uranus: Uranus rules our urge for independence and innovation. Saturn makes for restriction. It’s not that obstacles to your hopes and wishes suddenly appear. Most likely, they’ve been there all along. When a stressful aspect (conjunction, square, or opposition) from transiting Saturn hits your natal Uranus, you start to notice them. You now have two apparent choices: give in and be depressed, or rebel and risk disaster. Naturally, no matter which planet you choose to follow, the other one will “get you”. But there is a solution. You have to mix the traits of both planets at the same time. Make far-reaching changes in your life now (Uranus). But do it in a well planned, orderly, and structured way (Saturn). Don’t expect the changes to be either quick or easy. You have be prepared to stay there for the long haul. One caution. Don’t try to do too much. Under Saturn transits, we sometimes try to work 25 hours a day, and eight days a week. A little rest every now and then won’t kill you. As usual, the harmonious aspects (trine and sextile) from transiting Saturn are easier to deal with. Changes can be made more smoothly when these hit. The problem with the harmonious aspects, however, is that they don’t have the same sense of urgency as the stress aspects. We can feel too comfortable and not get anything done. Be sure to check the houses that Saturn and Uranus rule in your birth chart. These are the ones that have either Capricorn or Aquarius on the cusp (beginning). The tensions and need for change can affect you in the areas ruled by those houses, as well as the house where Uranus is located and the house that Saturn is transiting through. For example, if you are born with Uranus in your 5th House and transiting Saturn is making a square aspect to it from the 2nd House, it may be time to save for your kids’ college education (5th House rules children and 2nd House rules money) or to join gamblers anonymous (5th House rules gambling and speculation as well)."
